Minister for Victims and Community Safety, Kirsten Oswald MSP, met with representatives of the Scottish convenience sector to address the growing concern of illicit trade. The meeting, held at the Scottish Parliament, aimed to discuss the impact of rogue sellers on local businesses and communities.
Dr Pete Cheema OBE, chief executive of the Scottish Grocers Federation, and industry representatives highlighted the increasing impact of illicit trade on the viability of local stores. They welcomed the work of the new Police Scotland Taskforce to curb Retail Crime in Scotland.
Tackling Illicit Trade
Kirsten Oswald MSP said: “I am grateful to the Scottish Grocers’ Federation for meeting with me to discuss the impact of illicit trade on legitimate retailers. We value the important work being done by Trading Standards and law enforcement partners to tackle illicit trade.”
The Scottish Government is committed to working with stakeholders, including the Scottish Grocers Federation and the UK Government, to address the concerns raised. This includes reviewing how closure orders currently work and considering changes that may be required to strengthen enforcement.

Pete Cheema emphasized the importance of the issue, stating that illegal tobacco and vapes are now widespread in the Scottish marketplace. He urged for tougher action on illegal traders, citing the damage illicit trade causes to local businesses and its funding of organized crime.

Local stores are at the heart of their communities, providing essential goods and services, while boosting local employment and the local economy. Illicit trade not only damages the viability of these businesses but also represents a genuine risk to communities and their wellbeing.
The sector has called for more action to tackle the growing prevalence of illicit trade, including tougher punishments for offenders and dedicated enforcement via Trading Standards. Pete Cheema highlighted the importance of the issue, saying “I want to thank the Minister for her engagement on this critical issue for our sector… now we need to see immediate and tougher action on illegal traders.”
